How the ruby system rule set constrains the production of rubies.
Short answer: The system doesn't. You do.
The rules allow ten rubies to be created by every living human on the planet. That’s some limit. In order to create any rubies a person must have one, but only one, ruby account that is registered. That is a limit as well.
It would be a fool’s errand to try to convince you that the system was the constraining factor.
So I won’t.
The control lies within the human choice-making process. The rules allow daily ruby creation, at your choice.
The probability you will choose to create new rubies will increase if you think it will make your life better.
If you are satisfactorily meeting your daily needs for nutrition ten more rubies will make a much less meaningful improvement in your life situation. As your wealth increases the relative value of creating additional low value rubies drops. The probability you will create rubies decreases as your wealth increases.
The reason for existence of the ruby system is to increase the brain power available to understand problems and to discover solutions. Brains function better with better nutrition. Allowing all humans to use the system as a means to obtain nutrition today and to re-pay their debt over their lifetime is how that goal is met.
All brains work better with good nutrition. Not a single one works as well without. That’s why all are eligible.
Note: Having the choice to create rubies yet choosing to not create is beneficial for those who do.
